UC DAVIS: RISK MANAGEMENT SERVICES June 27, 2008 DEANS, DIRECTORS, DEPARTMENT CHAIRS AND ADMINISTRATIVE OFFICERS RE: Cancellation of Additional Theft Deductible Buydown Program for University Property Given the severe budgetary reductions facing the UC system and the need for campus departments to consider what they can stop doing and do differently; Risk Management Services has analyzed the use of the Additional Theft Deductible Buydown Program. A historical analysis of the program, comparing the total annual premiums paid by all participating departments versus the actual losses/reimbursements indicated that the program is not the wisest investment of University resources during challenging budgetary times. While certainly some individual departments have experienced a benefit when a piece of equipment under this program was stolen, the overall premium cost far exceeds the loss reimbursements campus wide. Based upon this analysis, the Additional Theft Deductible Buy-Down will not be offered in Fiscal Year 2008-09. Any equipment currently covered under the program for 2007-08 will remain covered should a theft occur prior to July 1, 2008. Effective July 1, 2008, coverage will be provided only through the Basic Property Program (BUS-28) with appropriate deductibles. Insurance is simply a financial vehicle to respond to a loss. The discontinuation of this insurance program provides campus the opportunity to now take proactive measures to prevent and reduce this identified risk. Through the UC Be Smart About Safety (BSAS) program, funding may be available to support departmental loss prevention efforts. Below are just a few minimal cost “best practices” that can easily be implemented to proactively deter theft and minimize impact if loss occurs. * Keep theft-sensitive equipment away from accessible windows. * Never leave easily removable property, such as laptops and electronic equipment, unattended. * Lock all doors to labs, classrooms and office spaces whenever you leave. * Send out frequent reminder notices to all faculty/staff not to leave equipment unattended and to lock their offices. Review departmental procedures for assignment and tracking of departmental keys. * When possible, attach electronic equipment to fixed objects such as desks, tables, etc., or store in a locked file cabinet. * Ensure all computers are password protected and encrypted if they contain sensitive material. * Record and store the make, model, serial number and purchase documentation of your electronic equipment as it will assist with recovery as well as claims efforts. * Report all suspicious activity to the UC Davis Police Department immediately.
