UC DAVIS: VICE CHANCELLOR - ADMINISTRATION November 15, 2006 DEANS, DIRECTORS, DEPARTMENT CHAIRS AND ADMINISTRATIVE OFFICERS RE: Student Assistant Series Wage Changes for January 1, 2007 and January 1, 2008 On January 1, 2007, the California minimum wage will increase to $7.50 per hour. A second increase of the California minimum wage will occur on January 1, 2008 to $8.00 per hour. To be in compliance with the new California minimum wage bill (Assembly Bill 1385) for all UC employees we will increase the Student Assistant pay rates for the Student Assistant titles effective January 1, 2007 and January 1, 2008. These increases for the Student Assistant II and III titles will be applied to each student employee's base hourly rate for his or her classification and will be adjusted automatically through the payroll system. The Student Assistant II and III classifications will continue to be established at a flat rate and the Student Assistant IV classification will continue to have a salary range. There will be no change to the $.25 differentials as they will continue to be part of the overall Student Assistant wage program based on the existing criteria. The salary increases are as follows: Effective Effective Classification Current Rate January 1, 2007 January 1, 2008 Assistant II (4921) $6.75/hr $7.50/hr $8.00/hr Assistant III (4920) $7.50/hr $8.00/hr $8.50/hr Assistant IV (4919) $8.50-13.50/hr $8.75-$14.25/hr $9.25-$14.75/hr On January 1, 2007, hourly rates for Assistant IIs will be raised $.75 to reflect labor market change with the new California minimum wage of $7.50. Correspondingly, Assistant III hourly rates will be raised an additional $.50 and the Assistant IV will be increased $.25 to avoid salary compaction between the levels. In addition to the Student Assistant titles of 4919-21, departments will also need to review the rates of all Special Student Assistants in title code 9995 and manually adjust to align with the new rates above. The Student Wage Committee will continue its role in reviewing market conditions, recruitment/retention concerns, and salary compaction issues in considering increases that may be slightly ahead of the minimum wage. Core funds. There are no available funds to offset the cost of these salary increases. Campus units will need to redeploy current funds or modify current operations to cover the increased salary costs associated with the increase in minimum wage. We recognize that this means a potential reduction in services for some units, but we hope the benefit to our student employees balances the service reduction. Self-Supporting Funds. Existing policy provides for dean or vice chancellor approval of rate increases that are based on standard planning guidelines. The Office of Resource Management and Planning has stated that the minimum wage salary increases addressed in this directive meet the standard planning criteria. Units should follow existing policy with regard to notifying clients of planned rate increases. If there are any questions regarding rates, units should contact their dean or vice chancellor office.
