UC DAVIS: ACCOUNTING & FINANCIAL SERVICES AND GRADUATE STUDIES October 18, 2006 DEANS, DIRECTORS, DEPARTMENT CHAIRS, AND ADMINISTRATIVE OFFICERS RE: Implementation of Fee and Tuition Buy-Down Program for Extramurally Supported GSRs On June 6, 2006, Provost and Executive Vice Chancellor Hinshaw issued a directive (06-064) allocating funds to: "...partially buy down fees and tuition for GSRs supported on extramural sources (referred to as GSR buy-down program). Under this program, the campus will pay 25% of the required fees and tuition for a GSR paid with extramural funds and the balance will be charged to the extramural contract or grant. This program recognizes the burden associated with the cost of supporting graduate students from research funds and responds to faculty concerns on this matter." The Provost made this allocation to support faculty research awards and it is anticipated that the program will result in a savings of approximately $2,300 for a California resident and $6,000 for a nonresident GSR over three quarters. In order to implement this program, staff from Accounting and Financial Services, Graduate Studies, and the Office of Resource Management and Planning developed an implementation plan that does not require any action by department or graduate group staff and ensures the financial benefit of the program will be visible to DaFIS end-users via existing reports. The DaFIS team in Accounting and Financial Services provided programmer support to develop a system that will credit extramural research accounts for 25% of the student's fee and tuition expenses each month. The automated program will adjust the expense for GSRs paid under the following sub-fund group types: C - Federal Contracts F - Federal Grants J - Private Contracts L - Local Government N - State Government FFT P- Private Grants S - State Government V - Local Government FFT W- Private Grants - FFT X - Private Contracts - FFT To determine if your account is included in the buy-down program, please refer to DaFIS Decision Support Reference Queries and review report 11 (Account Look Up). Please note that training grants are not included in this program because the campus already provides supplemental matching commitments for these particular grants.
