UC DAVIS: ACCOUNTING & FINANCIAL SERVICES October 17, 2006 DEANS, DIRECTORS, DEPARTMENT CHAIRS, AND ADMINISTRATIVE OFFICERS RE: Policy changes to Travel and Entertainment Effective October 1, 2006, the requirement for an employee to request pre approval as group leader while on travel status from the Associate Vice Chancellor- Finance/ Controller has been eliminated from PPM Section 300-19. Approval is now at the discretion of the department head responsible for the validation of the business purpose and need for the group travel. In addition, the requirement for the approval of a Dean or Vice Chancellor for entertainment expenditures over $250 has been eliminated from PPM Section 330-80. The oversight is now at the discretion of the department head responsible for entertainment approval. The new per-person rates for entertainment are described in Business and Finance Bulletin BUS-79 and UCD Directive 06-101. As previously communicated in Directive 06-101, exceptions to the entertainment policy are limited to 200% of the allowed rate and must be due to circumstances which are unavoidable or necessary to accomplish a University business purpose. Approvals for the campus should be routed through the office of the Associate Vice Chancellor - Finance/Controller. Instructions regarding approval for exceptional travel and entertainment for UCDHS will be forthcoming from the office of the Vice Chancellor of Human Health Sciences/Dean - School of Medicine. Requests to exceed 200% of the standard rate must be approved by the Chancellor. These changes apply to travel and entertainment occurring on or after October 1, 2006.
