RE: Davis - Woodland Water Supply Project - Public Scoping Meetings

I am writing to inform you that as part of an ongoing process to develop 
a surface water supply, the cities of Davis and Woodland, and UC Davis
(partners) are jointly pursuing a new surface water supply to supplement 
and replace groundwater supplies - presently the sole source of municipal 
and industrial water supplies for the partners.  The proposed Davis-
Woodland Water Supply Project (project) is intended to help the partners 
meet current and future water demands and wastewater treatment 
requirements, and to improve long-term water quality for the partner 
communities.

Over the last decade, the partners have completed several feasibility 
studies that demonstrated the need for higher quality water supplies. 
If approved, the proposed project will consist of a diversion intake 
facility on the Sacramento River; a conveyance pipeline from the intake 
to a new water treatment plant; and distribution pipelines from the water 
treatment plant to the partners' service areas.

As the first step for the project environmental review process required 
under the California Environmental Quality Act (CEQA), the partners 
released a Notice of Preparation (NOP) for an Environmental Impact Report 
(EIR) on April 28, 2006. The NOP and other project-related information 
can be found at the project Web site: http://www.daviswoodlandwatersupply.com.

The NOP, which describes the proposed project details and several project 
options, is the first step of developing the environmental impact report. 
The EIR will address the potential environmental impacts of constructing 
and operating the project, alternatives, and optional components, as 
required under the California Environmental Quality Act.

As part of this process, the public is invited to provide comments and 
input about the EIR content, format and analyses to be performed.
Multiple opportunities have been created for members of the pubic to 
offer their comments about the NOP:

* Public scoping meetings: Two public meetings will be held: 
o Thursday, May 18 at 6:00 p.m. at the Woodland Public Library, Leake 
Room located at 250 First Street; and o Monday, May 22 at 6:30 p.m. at 
the Davis Community Chambers, 23 Russell Boulevard.
* Mail: Written comments can be mailed to: Mr. Jacques DeBra; City of 
Davis, Public Works Department, 1717 5th Street, Davis, CA 95616

The public comment period for the NOP extends until 5 p.m. on June 12, 
2006. Additional future public meetings will be held during the EIR 
preparation process.
