UC DAVIS: Office of Resource Management and Planning April 8, 2005 DEANS, DIRECTORS, DEPARTMENT CHAIRS, AND ADMINISTRATIVE OFFICERS RE: Advanced Materials Research Laboratory Tiered Initial Study and Proposed Negative Declaration UC Davis proposes to construct and operate the Advanced Materials Research Laboratory (AMRL) to provide approximately 4,625 assignable square feet (asf) (approximately 7,000 gross square feet (gsf)) of laboratory research space for the high velocity oxygen fuel (HVOF) thermal spray process facility, temporarily provide space for the Institute of Transportation Studies (ITS) Hydrogen Fuel Cell program, and provide reserve laboratory space for future expansion of the HVOF and other hydrogen using activities within the College of Engineering. The project would occupy approximately one acre and the proposed building would be a one-story structure with laboratory space, office space, support space, fabrication/machine shop, a service yard, and a public entrance and driveway. The HVOF program investigates methods of creating high strength metal coatings by utilizing a thermal spray process. The AMRL would be located within the central campus at UC Davis immediately west of the site of the old campus waste water treatment plant, north of the University Arboretum and east of the Unitrans bus facility in an area currently used for material storage by campus operations and maintenance. Existing facilities at the site include Temporary Building 18 (TB 18) used for office space for campus service employees, shipping containers that provide storage for campus operations and maintenance, and a compacted gravel area used for access to the site and for vehicle parking. Site demolition and relocation of the existing uses would take place prior to construction of the AMRL. The existing uses and facilities (including TB 18) would be relocated to a vacant area approximately 150 feet north and east of the AMRL site. Construction of the AMRL is expected to take approximately 9 months and would conclude in 2006 or early 2007. I am writing to inform you that a Draft Tiered Initial Study has been prepared analyzing the potential environmental effects of the proposed project. You are invited to comment on the Draft Tiered Initial Study and proposed Negative Declaration through May 9, 2005. The notice includes a brief project description, a statement of project objectives, and a summary of potential impacts.
