RE: Annual Inventory of Hazardous Chemicals and Certified Unified Program Agency 
(CUPA) Laboratory Self-Audit

Each year, UC Davis is required to submit an annual inventory of hazardous chemicals 
to Yolo County Environmental Health to comply with existing State and Federal 
Community Right-to-Know laws.  Hazardous Chemical Inventories must be accomplished 
on-line using the Chemical Inventory System (CIS).  CIS is also used by our local 
emergency response personnel when responding to laboratory or building emergencies; 
i.e., fires or chemical spills. 

In an effort to the reduce cost to campus departments, EH&S has a consent agreement 
with Yolo County to maintain an in-house audit system, which allows the university and 
Yolo County to meet the required compliance initiatives.  The self-audit system also 
outlines the responsibilities that hazardous waste generators and hazardous material 
users must meet and provides verification of program compliance. The self-audit highlights 
the eight critical areas that a Certified Unified Program Agency (CUPA) auditor looks for 
during an inspection.  If the compliance initiatives are not being followed in your 
laboratory or work area, Yolo County Environmental Health can initiate enforcement 
action, potentially resulting in significant monetary penalties.

All Department Heads must assure that all hazardous material users and hazardous waste 
generators complete their inventories on-line using CIS, complete their CUPA self-audits, 
and insure that all rooms containing hazardous materials are included in the inventory.  
Current CIS account holders and Department Safety Coordinators were emailed on October 22, 
2004 to remind them of this annual requirement.  This should be completed by December 23, 
2004.

bdwilliams@ucdavis.edu with any questions about the chemical inventory or CUPA self-audit 
program.  EH&S would like to thank all Safety Coordinators and CIS account managers for 
their assistance in assuring the continued success of this mandated program.
