UC DAVIS: Vice Chancellor - Administration September 2, 2004 DEANS, DIRECTORS, DEPARTMENT CHAIRS, AND CAMPUS ADMINISTRATIVE OFFICERS RE: 2004-05 UC Bonus Leave Program As part of its ongoing efforts to recognize the many contributions and continued dedication of its employees, especially in the face of multiple-year budget cuts and no systemwide salary increases for staff employees, the University of California is instituting a new one-year Bonus Leave Program that gives staff employees additional paid leave time. Overview The 2004-05 Bonus Leave Program will provide two additional paid leave days (16 hours for full-time employees, less for part-time employees) to non-represented staff employees who do not receive a general salary increase in 2004-05. Based on comments during the formal notice period earlier this year, the program has been revised to ensure that all eligible employees receive the bonus leave in as efficient and timely fashion as possible. Consistent with the program's intent, the bonus leave at UC Davis will be used during the December 2004 holiday period, specifically on December 28 and 29, 2004. If absences on those days present clear operational concerns, Deans/Vice Chancellors have been delegated the authority to schedule alternative days. This authority may be re-delegated to Department Heads who will maintain a written record of exceptions that are based on operational concerns. The alternative days must be used between December 1,2004 and January 31, 2005. With respect to represented employees, this program is currently subject to collective bargaining requirements. The results of these discussions will be communicated as soon as this process is complete. Academic, UC Davis Health System, and Department of Energy Laboratory employees are not covered by this program. An equivalent approach is being developed for UCDHS staff employees. Program Details A. Program Summary Two days bonus leave (16 hours for full-time employees) will be provided to all eligible non-represented employees during the December 2004 holiday period. This is a one-time program for those groups of employees who will not be receiving general salary increases in FY 2004-2005, and is in addition to other paid leave programs such as holidays, vacation, and paid administrative time off. B. Eligibility All of the following three criteria must be met: (1) Non-represented staff employees who do not receive a generalsalary increase in 2004-05. For this program, individual salary increases,such as promotional increases, equity increases, temporary stipends, andspecial non-base payments are not considered a general salary increase. (2) Appointment Types: Staff employees with career, limited, partial-year career, contract, and floater appointments are eligible. Employees with per diem and casual-restricted (student) appointments are not eligible. (3) Hire Date, Appointment Percentage and Status: The most recent date of hire must be on or before October 1, 2004. On December 1, 2004, the employee must be on active status and appointed at 50 percent or more of full time. C. Scheduling and Approval of Bonus Leave by Department Head December 28 and December 29, 2004 are designated as the Bonus Leave Days at UC Davis. Employees must use their bonus leave on those days unless they are, for operational reasons, required to be at work. In this case, the department head will schedule two alternative bonus leave days between December 1, 2004 and January 31, 2005. Exceptions to the schedule on December 28 and 29 require approval by the Dean/Vice Chancellor or by the department head if delegated this authority. D. Part-Time Employees and Employees on Alternate Full-Time Work Schedules Part-time employees will receive prorated bonus leave, based on their appointment percent on December 1, 2004. For example, an employee who is appointed at 50% time will receive two four-hour days of bonus leave. Employees participating in the START (voluntary time reduction) program will receive bonus leave based on their pre-START appointment percentage. An employee who works an alternate full-time work schedule is eligible for sixteen hours of bonus leave. The department head shall schedule the bonus leave so that it occurs entirely, or as much as possible, on December 28 and 29, 2004. Further Information The Bonus Leave Program is one of several measures UC has taken recently to help offset disappointing state funding for salaries the last few years. Other measures have included several deferred retirement income (CAP) programs and restructuring the University's health benefits costs so as to mitigate the impact of increasing health insurance premiums on employees, especially the University's lower-paid workers.
