UC DAVIS: Office of the Vice Provost, Information and Educational Technology August 3, 2004 DEANS, DIRECTORS, DEPARTMENT CHAIRS, AND CAMPUS/UCDHS ADMINISTRATIVE OFFICERS RE: Preventing Unauthorized Access to Licensed Electronic Resources The University of California, Davis, and the University of California, Office of the President, license many electronic databases and journals that are important to the instructional and research programs of the University. Access to these licensed materials is generally restricted to authorized University affiliates and there are restrictions against the systematic downloading and sharing of electronic resources with unauthorized users. The University is contractually responsible for ensuring campus policy and security measures protect the copyright and license agreements for the electronic databases and journals. Campus unit computers must be configured properly so that the systems cannot be employed by unauthorized users to gain access to licensed resources. In particular, servers and desktop computers should be configured to deny unauthorized “pass-through” (or open proxy) access to licensed resources. Failure to prevent unauthorized use of licensed materials can result in a temporary or permanent loss of access to electronic resources. It is also possible that the licensor of these electronic resources would seek punitive damages through litigation if the stipulations of the license are breached. Campus unit administrators who are unsure about whether their unit’s computing systems are providing unauthorized access to licensed electronic material should seek assistance from their technical support coordinator(TSC) or, if a TSC is not available, Information and Educational Technology.
