UC DAVIS: TRANSPORTATION AND PARKING SERVICES May 28, 2004 DEANS, DIRECTORS, DEPARTMENT CHAIRS AND CAMPUS ADMINISTRATIVE OFFICERS RE: 2004-2005 Parking Permit Rates Greetings Parking Patrons: This annual parking update brings welcome word of no rate increases for the coming year and reminders of how you can save money on parking. Did you know that by purchasing an “L” permit ($20/month) versus an “A” permit ($46/month) or a “C” permit ($37/month), you can save $312 and $204 a year respectively? “L” parking spaces have been identified in various areas located on the perimeter of campus, and include the following: Lot 2 south of the South Entry Parking Structure; Lot 30 west of the Rec Pool; the Putah Creek Lodge (PCL) parking lot; a section of West Health Science Drive, and beginning July 1, Lot 35 east of the Human Resources Building on Orchard Road. Although “L” spaces are not available in all areas of the campus and are less conveniently located outside the core of campus, they are still within a reasonable walk to many campus locations. “L” parking in Lot 2, for instance, is a nine-minute walk to Mrak Hall versus a four-minute walk from the South Entry Parking Structure. Many who park in remote lots consider the added time for walking a pleasant part of their day and enjoy the monthly savings. Additionally, bicycle parking is available within the “L” designated parking lots and adjacent to the “L” designated roadways to facilitate parking your vehicle on campus and using your bicycle to commute to your ultimate campus destination(s). Another option to consider is our carpool parking program. If you do not know other employees who would like to carpool with you, we can help out by matching you with other interested commuters in your area. The carpool program provides one permit to share and allows each annual carpool participant 24 daily use permits per year that can be used when you need to drive separately from the carpool. Carpoolers not only save on permit costs, but also avoid wear and tear on their personal vehicles while helping to reduce automobile congestion and emissions. “A” permit carpoolers save $30-$36/month over an individual “A” permit, and “C” permit carpoolers save $25-$29/month over an individual “C” permit. Parking permit customers will continue to have access to the Motorist Assistance Program, which provides at no additional costs: lights-on notification; transportation to a gas station if patrons run out of gas; lock-out assistance (vehicle entry); and battery jump service. Last year Parking Services responded to nearly 2,000 requests for motorist assistance. In addition, valid UC Davis parking permits are honored in all campus lots after 5:00 PM and at evening (after 5:00 PM) and weekend events when the Special Event Attendant Parking Program is in operation. Now onto next year’s parking rates. There will be no rate increase next year. The July 1, 2004 to June 30, 2005 permit, meter and daily rates will remain the same as this year. We have continued to work hard to reduce operating and capital expenses wherever possible and have realized enough savings this year to delay the rate increases that will be required to build and maintain new parking spaces, including our next parking structure that is scheduled to break ground on temporary Lot 45 (south of the Fire/Police Building) this summer and is planned for occupancy in the fall of 2005. Some of the cost reduction actions include: * Deferring the filling of vacant positions, reducing equipment purchases and reducing part-time staffing ($100,000+ savings) * Reducing and deferring some maintenance contributions to parking lots and structures ($200,000 savings) * Utilizing citation revenue rather than parking permit revenue to fund parking enforcement costs ($380,000 savings) * Campus decision to eliminate an assessment charge to Parking Services’ revenues ($170,000 savings). Even with all these budget adjustments, we continue to project that parking rates will need to be increased beginning July 1, 2005. We are pleased that we are able to defer rate increases this year and, along with the help of our Transportation and Parking Advisory Committee, Transportation and Parking Work Group, and your individual suggestions and feedback, we will continue our efforts to seek ways to mitigate the projected rate increases for the future. On the attached page is information regarding rates and permit options through June 30, 2005. We take very seriously our responsibility to support the parking needs of our campus students, staff, faculty and visitors.
