Re: World Week for Animals in Laboratories

Animal rights groups have declared the week of April 17-25  "World Week for Animals 
in Laboratories."  This annual event often includes disruptive activities on college 
and university campuses. During the recent past, this time period has often been 
associated with animal rights demonstrations and acts of vandalism.  Please share 
this information with members of your units that might be impacted.

UC Davis has periodically experienced disruptive activities, including animal rights 
demonstrations resulting in multiple arrests, vandalism and
arson.  Even though we are not currently aware of planned demonstrations
or protest activities at UC Davis this year, caution is indicated.  We offer the 
following guidelines to help you plan for any contingencies that may arise:

CLASSROOM DEMONSTRATIONS

To decrease the possibility for disruptions in classrooms, it is recommended that, 
before beginning a laboratory procedure involving animals, you be certain that only 
individuals who are members of the class are present.  In addition, you may find it 
useful to monitor persons entering the laboratory or classroom during the class.

If individuals who do not belong in the classroom or laboratory are present, 
introduce yourself as the instructor and ask that they identify themselves.  
Inform them they do not have permission to be in the room and ask them to leave.  
However, do not attempt to force them to leave.

If the people remain in the classroom or laboratory after you have asked them to 
leave, immediately telephone the UCD Police Department at 752-1230
(campus) or 734-2555 (UCDMC).  If a serious crime (arson, assault, in-progress 
crime) or disruption occurs, or is imminent, call the Police at
9-1-1 for an emergency response.

Should you see one or more individuals who you believe to be potential demonstrators 
or disrupters outside the classroom, telephone the UCD Police Department at 752-1230 
immediately and report the location and size of the group.

You should notify the UCD Police Department if you see suspicious activities or 
receive threatening mail, e-mail, or telephone calls.

MEDIA CONTACTS

Sometimes demonstrators have recording equipment or are accompanied by news media 
representatives.  We urge that you not speak with demonstrators other than to ask 
them to identify themselves and to ask them to leave.  Call the campus News Service 
at 752-1930 or UCDMC Public Affairs at 734-9040 for immediate assistance in 
responding to reporters' requests for interviews.

SUSPICIOUS ACTIVITY

You should be alert to persons, packages, and vehicles that appear to be suspicious 
or out of place.  If you become aware of or see any suspicious activity, telephone 
the UC Davis Police Department at 752-1230 or 734-2555 immediately.  When in doubt, 
it is better to seek assistance than to disregard a potentially dangerous situation.

We also recommend that you routinely inspect all security fencing, lighting, windows, 
and entry doors for signs of tampering or illegal entry.

VEHICLE/EQUIPMENT SECURITY

Any vehicle kept at or near an animal facility should be visually checked for 
suspicious objects prior to entry and use.  Please ensure that vehicles are secured 
and parked in a well-lit area if at all possible. Equipment should be checked and 
secured before and after each use.

BURGLARY, THEFT, OR DESTRUCTION OF PROPERTY

Be aware that your laboratory or workspace may be a target for vandalism.
Where possible, take precautionary measures to safeguard your computers, and other 
equipment.  Take regular precautions regarding files and data generated from studies 
involving animals.

Your facility should be secure at all times.  Make sure all doors and windows are 
properly secured and functioning appropriately.

If you discover a classroom laboratory or workspace that has been broken into or 
vandalized, do not touch anything.  Call the UC Davis Police Department at 752-1230 
or 734-2555 immediately.  Do not permit others to enter the vandalized area until 
the police have arrived and authorized entry.  Please advise the responding police 
officers of any hazardous chemicals or biohazards in the vicinity.

Ensure that the UC Davis Police Department has an updated after-hours emergency 
call list for your department or building. Include the names in priority order of 
those persons who should be contacted by police or fire in case of an emergency at 
your building or facility.

UC Davis is dedicated to providing you and your students with the protection you 
need to safely continue your teaching and research.  During this period of time, 
the police will provide additional patrol and increase their presence and visibility.  
Following the above guidelines will assist us in helping you.  Should you feel the 
need for an on-site review of your facility's security, please call the Police Crime 
Prevention Unit at 752-6589.

Please be sure to brief your students and staff on the recommended precautions 
and risks.
