UC DAVIS: VICE CHANCELLOR - ADMINISTRATION March 15, 2004 DEANS, DIRECTORS, DEPARTMENT CHAIRPERSONS AND CAMPUS/UCDMC ADMINISTRATIVE OFFICERS RE: Business Contracts Processing Changes After a completing a comprehensive review of the Business Contracts operation, a number of changes are being made to the management of contracts processing on campus. The goal of these changes is to provide better customer service across campus in this critical area and to effectively support growth in all areas of the university. This directive explains the changes being implemented. Effective January 1, 2004, University of California Health System (UCDHS) assumed responsibility for all contract activity associated with the health system’s operation. UCDHS Contracts office will handle these agreements with exception of real property transactions and leases, copyright and utilities. Annie Wong is the manager of the UCDHS Contracts office. You may contact Annie at (916) 734-3820 or annie.wong@ucdmc.ucdavis.edu. UCDHS also has its own Purchasing operation, which may manage some aspects of their business agreements. Agreements managed by the UCDHS Contracts office include the following agreement types historically managed by campus Business Contracts: All items are for UCDHS Medical departments only * Managed care contracts * Faculty service agreements. The amount of revenue generated through these agreements will be provided to Office of Research (OR) annually (for reporting purposes only). * Payor Contracts (including private, Federal, State & Local Government) * Independent contractors and consultants * Affiliation agreements * Transfer agreements * Rights and reimbursement of expenses affiliated with contracts and service agreements * Facility use agreements and permits of less than one year in duration Career staff transferred from Business Contracts to UCDHS includes Keiko Egi, Crystal Blackburn and Pakou Vang. Temporary staff transferred to UCDHS include Randi Jenkins, Nick White and Bridget McCollum. Contact phone number: (916) 734-3820. Address: Sherman Building, Suite 2300. ***************** Effective March 1, 2004, the Real Estate Services Office within Office of Research Management and Planning (ORMP) assumed responsibility of contract development and management for all UC Davis real property transactions and leases as well as property management functions affiliated with these leases/agreements. Facility use permits that extend beyond one year are considered a lease and will be managed by ORMP. These responsibilities will support the entire campus including the UCDHS and all of the campus’ remote locations. For specific examples of the agreements handled by this unit, see attachment. Staff transferring from Business Contracts to ORMP include Sue Della, Rhonda Howard and Barbara Frazier. Contact phone number: (530) 297-4611. ***************** Effective February 5, 2004, the Sponsored Programs Office within OR assumed management of all contracting functions associated with research grants and service agreements in which our faculty provides service to outside entities. This work includes all subcontracts to outside entities that are part of either research grants or service agreements. As noted above, the Health System will process service agreements affiliated with UCDHS faculty. For specific examples of the agreements handled by this unit, see attachment. Staff transferring from Business Contracts to OR include Kathy Palmer. However, on February 5, 2004 the unit became aligned with Purchasing within Accounting & Financial Services’ Materiel Management Division.
