RE: Delay in Implementation of Postdoctoral Scholar - Employee Title

On September 22, 2003, the Office of Graduate Studies was advised by the UC
Office of the President that there will be a delay in the full
implementation of APM 390, "Postdoctoral Scholars."  Because of
difficulties with the design and administration of health and other benefit
plans described in Directive 03-095, the "target date" for the
implementation of title code 3252, "Postdoctoral Scholar, Employee," has
been postponed from January 1, 2004 to late Spring or Summer, 2004 (exact
date to be announced later).  This also delays the beginning of the phased
elimination of title codes 3240, "Non-Student Postgraduate Researcher" and
3370, "Visiting Postdoctoral Scholar" until July 1, 2004.  Appointments can
continue to be made to those titles until further notice.

On the Davis campus, we have already implemented title codes 3253,
"Postdoctoral Scholar, Fellow" and 3254, "Postdoctoral Scholar, Paid
Direct" and will continue to use them.  We will also continue to phase in
the provisions of APM 390, such as time off, sick leave and grievance
procedures that pertain to postdoctoral scholars in these title codes.

The postponement does provide the Davis campus with time for a more orderly
transition from the use of title code 3240 to other appropriate academic or
staff titles for individuals who are not postdoctoral scholars.  Staff from
the Office of Graduate Studies is working with the Office of Academic
Personnel and with the Classifications Unit in the Division of Human
Resources to develop guidelines and procedures to assist faculty and staff
with this transition.

Graduate Studies continues to maintain a website for information regarding
APM 390 and its implementation on the UC Davis campus
(http://gradstudies.ucdavis.edu/apm390/).  Questions regarding the
