UC DAVIS: Office of the Vice Chancellor for Research August 22, 2003 DEANS, DIRECTORS, DEPARTMENT CHAIRS, AND CAMPUS/UCDMC ADMINISTRATIVE OFFICERS MEMBERS OF THE ACADEMIC SENATE AND ACADEMIC FEDERATION RE: Public Health Partnerships and Practices Dear Colleagues: I am writing to share with you the attached letter to the editors of the Davis Enterprise and Sacramento Bee on the subject of campus management of select agents--microorganisms which federal law requires be kept under heightened security. It is possible that the Davis Enterprise will publish the letter within the next few days. Given the recent media coverage of this issue, I felt it was important for me to again communicate with you on these critical points: *Employee and public safety has the highest priority for the University of California, Davis, and for local, state, and federal public health agencies concerned with the regulation and management of select agents. *In further consultation with the Department of Health and Human Services, we have been able to clarify a few points in the Health Security and Bioterrorism Preparedness and Response Act of 2002. This act does provide UC Davis with sufficient flexibility--in the unlikely event of a release or theft of a select agent--to continue notifying appropriate agencies and collaborating with them to provide information to the public. *Given this flexibility, our procedure with regard to public notification about the release or theft of a select agent will be to notify quickly the appropriate local, state, and federal authorities, and in cooperation with these authorities, use public notification processes that are known to work for other public safety threats, such as infectious disease outbreaks or toxic chemical releases.
