UC DAVIS: TRANSPORTATION AND PARKING SERVICES July 18, 2003 DEANS, DIRECTORS, DEPARTMENT CHAIRS AND CAMPUS ADMINISTRATIVE OFFICERS RE: Parking Program Changes Parking Services is making some changes to the parking program that affects disabled parkers. Some background information will help in understanding the need for these changes. The parking program is a self-supporting activity, operated by the revenue generated from users of the facilities. Over the past year, the Transportation and Parking Advisory Committee developed three principles that are designed to guide decisions within the parking program. After consulting with the Transportation and Parking Work Group and campus senior leadership the Vice Chancellor-Administration has accepted these as principles to be used to guide the development of campus parking fees. These three principles are: * All Parking patrons should pay for their campus access. * Parking permit fees are based on access to parking facilities. Permit holders with the most and/or best access should pay relatively more for such access. * Permit fees paid by parking patrons should include only those costs directly related to providing parking and parking related services. Underlying these principles and the resulting program changes is concern over escalating parking rates, especially at a time when salary increases are minimal, benefit costs are rising, student fees are rapidly going up, and all departments are dealing with significant budget cuts. A result of the parking program changes is that some costs will now be borne by those who have historically benefited from subsidized access. Additionally, the changes will result in reducing future projected parking rate increases. UCD has had a tradition of providing disabled parking patrons with access to free parking. The cost of this benefit has been borne by current parking patrons. Effective August 1, 2003, all faculty, staff and students on campus who possess a Department of Motor Vehicles (DMV) disabled placard/plate will no longer receive free parking and will be required to purchase a campus disabled permit (DSA) currently offered at the "C" permit rate. To transition into this program change and accommodate the recommendations of the Disability Issues Administrative Advisory Committee, the campus, for fiscal year 2003-04, will subsidize 50% the parking permit cost for disabled parking. All but one other UC campus (UCSD) charge disabled persons for access. UCDMC began to charge those with disabled placards/plate two years ago. Although it had been recommended that the "A" permit rate should be charged, the "C" permit rate will be implemented this first year with an understanding that Parking Services will review this decision for 2004-05. Disabled individuals may visit the TAPS office during regular business hours (M-F, 7am-5:30pm) to purchase a campus disabled permit (DSA). A DMV issued Disabled Person's Identification must be presented along with photo identification at the time of purchase. DSA permits may be purchased via payroll deduction (for those that meet eligibility requirements), cash, check or Visa/Mastercard. DSA permits are available at a cost of $18.50/month (50% of the long-term monthly "C" permit rate) when purchased for more than six consecutive months, or $21/month (50% of the short-term monthly "C" permit rate) when purchased for a short term.
