Re: Ministerial Conference and Expo on Agricultural Science and Technology 
UC Davis Tour on June 25, 2003

The international Ministerial Conference and Expo on Agricultural Science 
and Technology being held in Sacramento June 23 through 25, 2003, is 
expected to attract several hundred people, including agricultural 
ministers, to Sacramento.  Several of the ministers plan to tour UC Davis 
facilities on June 25, 2003.

The conference and expo is also attracting activist groups from around the 
United States who have called for direct actions against the conference. 
The direct actions may include protests, marches and disruptions, or such 
attempted acts of criminal behavior as vandalism. We expect that during the 
June 25th tours activists will be on campus protesting, and possibly 
attempting to disrupt the tours of our facilities. Additionally, we expect 
that members of activist groups may choose to take direct actions on campus 
as early as June 20, 2003.

In response, the UC Davis Police Department is taking action to ensure our 
community is as safe and secure as possible, and that the activists do not 
interfere with visitors, community members or usual campus activities. Our 
planning includes:

* Beginning the week of June 16, 2003, we will deploy extra enforcement and 
security personnel to perform directed security patrols on campus.
* During the tours on June 25, 2003, we will deploy police and security 
personnel at the tour sites and around campus focusing on crowd control, 
personal safety of members of the campus community and our visitors, and 
facility security.
* Members of the Police Department continue to meet with campus 
administrators to coordinate efforts of safety, security, emergency 
preparedness, and public information.
* Beyond campus, we continue to coordinate safety and security planning 
with local, state and federal law enforcement agencies. We will participate 
in the Regional Law Enforcement Joint Operations Center for the duration of 
the conference to ensure prompt information sharing.

We ask all community members to:
* Be aware of your surroundings and alert to suspicious activity.
* On June 25, 2003, all UCD staff should have their UCD identification and 
a photo identification card available.
* On June 25, 2003, anticipate traffic control by police or parking 
officers at intersections and restricted parking especially close to buildings
o Obey all traffic control directions and parking restriction signs.
* Immediately report all suspicious activities and people to the UC Davis 
Police Department at 752-1230. Examples include:
o Conspicuous or unusual behavior.
o People taking photographs of critical facilities.
o People asking detailed questions about physical security.
o People asking for information on the location of the tour sites.
o Strangers in non-public work areas.
o Threatening/harassing telephone calls.
o People inappropriately dressed for the weather conditions.
o Suspicious looking packages or objects.

If you plan on being in the downtown Sacramento area June 22-26, 2003, the 
California Highway Patrol has distributed a flyer concerning transportation 
tips, personal security in public and personal security if you work in the 
downtown Sacramento area. You may view the CHP flyer on the UC Davis Police 
Website at http://police.ucdavis.edu.

The UC Davis Police Department in concert with the UC Davis News Service is 
dedicated to keeping you informed. Updated information, as warranted, will 
be posted on the campus's home page, http://www.ucdavis.edu.
