RE: 2003/04 PROPOSED PARKING PERMIT INCREASES AND PARKING UPDATE
The purpose of this letter is to inform parking patrons of the
proposed permit rate increases that will go into effect on
July 1, 2003, and to provide patrons with a brief update on the
parking program.
The 2003/04 parking permit increases (attached) are the second of
four planned rate increases necessary to meet the increased
operating costs and debt service obligations of the West Entry
Parking Facility Development Project. The 2003/04 parking rates
are anticipated to be approved by the campus in early June 2003.
TAPS will, when known, confirm with its patrons the final decision
regarding the proposed rate increases.
The West Entry Parking Structure, a 1476 space, six level facility,
is scheduled to break ground on temporary Lot 45 (please see
attached campus map) in January 2004 and is scheduled for occupancy
in September 2005. Additionally, TAPS will construct the following
surface parking facilities this summer: Lot 30 Expansion
(76 spaces); Lot 53 Expansion (75 spaces) and Lot 56 (185 spaces).
Stack parking services in the North Entry Parking Structure and
Lots 10, 41 and 45 will again be available at the start of the 2003
Fall Quarter. To mitigate the loss of spaces in temporary Lot 45
(site of the West Entry Parking Structure) TAPS, prior to the
displacement of Lot 45 in January 2004, will provide stack parking
services in lots 25, 35 and 47A until the West Entry Parking
Structure is complete.
TAPS wishes to thank the faculty, staff and student members of this
past year's Transportation and Parking Advisory Committee (TPAC)
and the Transportation and Parking Work Group (TPWG) for their
valuable input regarding TAPS' programs and services. Acknowledging
that the parking program is a self-supporting activity, operated by
the revenue generated from users of the facilities and services TAPS
provides, the following three principles guided the program changes
(a campus directive detailing these program changes will be
disseminated soon) that will be implemented fiscal year 2003-04:
1. All parking patrons should pay for their campus access.
2. Parking permit fees are based on access to parking facilities.
Permit holders with the most and/or best access should pay relatively
more for such access.
3. Permit fees paid by parking patrons should include only those
costs directly associated to providing parking and parking related
services.
Underlying these principles and the program changes that will be
implemented is the concern over escalating parking rates, especially
at a time when salary increases are minimal, benefit costs are
rising, student fees are rapidly going up and all departments are
dealing with significant budget cuts.
These parking program changes will pass some costs on to others who
have benefited from subsidized access up until now, and will result
in reducing projected parking rates increases.
Two of the program changes that TAPS wants its patrons to be aware
of immediately when reviewing parking rates are:
1. Disabled Parking: All faculty, staff and students on campus who
possess a Department of Motor Vehicles disabled placard/plate will
no longer receive free parking and will be charged a parking fee for
the campus access their disabled placard/plate provides them. The
parking fee that will be charged for disabled parking on campus is
currently under review and in any case, will not exceed the "C"
permit rate. After TAPS announces the parking rate for disabled
parking, please contact TAPS at 752-8277 for assistance in purchasing
your campus disabled parking permit.
2. Visitor Parking: In addition to the parking fee increases for
long-term permits, the visitor parking rate will increase from $5 to
$6 per day. In recognition that additional visitor parking closer
to the core of campus is desired, visitors that park on campus will
now have access to an additional 1,868 parking spaces (a 39%
increase in access) between the hours of 7AM and 5PM.
Before renewing your permit please consider joining the hundreds of
other UC Davis commuters who have already discovered the savings and
convenience of sharing the ride to campus. Commuters are encouraged
to carpool, vanpool, ride the bus, bike, or walk to campus. The cost
of carpool and vanpool parking permits is substantially less than other
permits. Bus passes are discounted up to 40% through the Transitpool
Program. Bus service is available between Davis and Dixon, Vacaville,
Fairfield, Winters, Woodland, West Sacramento, and Sacramento. Carpool
and vanpool participants have access to preferential parking. All pool
participants are eligible for free Emergency Ride Home Services.
Complimentary parking permits are provided to pool members for days
when pooling to campus is not possible. All forms of sharing the ride
contribute to a better campus environment by helping to
improve air quality, reduce traffic congestion, minimize the campus
resources necessary to accommodate vehicle parking demands, and
minimize future permit fee increases.
The remote lot ("L") permit will continue to be available to offer
customers a low cost option to park in remote areas and reduce the
parking demand and circulation congestion in the core of campus.
The "L" permit is 85% less expensive than the "C" permit and 130%
less expensive than the "A" permit. The annual savings of choosing
the "L" permit over the "C" and "A" permits is $204 and $312
respectively. Additionally, bicycle parking is available within
the "L" designated parking lots and adjacent to the "L" designated
roadways to facilitate parking your vehicle on campus and using your
bicycle to access your ultimate campus destination(s). If you
choose to walk from the "L" permit parking areas to your campus
destination, please plan to add no more than five minutes to your
walk-time when you compare walking from "A" and "C" permit parking
areas. The "L" permit will be available for Lot 2, Lot 30, West
Health Sciences Drive, Garrod Drive and the Putah Creek Lodge
parking lot. Faculty and staff eligibility for this permit is
dependent upon an individual's work location. Commuting students
are exempt from this restriction.
Parking permit customers will continue to have access to the Motorist
Assistance Program, which provides at no additional cost: lights-on
notification; flat tire inflation; transportation to a gas station
if patrons run out of gas; lock out assistance (vehicle entry); and
battery jump service. In addition, valid UCD parking permits are
honored in all campus lots at evening (after 5 p.m.) events during
which the Special Event Attendant Parking Program is in operation.
Parking Services offers on-line sales which allows faculty, staff
and students to purchase parking permits with a VISA or a MasterCard
seven days a week, 24 hours per day. Permits purchased on the web
(www.taps.ucdavis.edu) will be processed within two business days
and will be mailed to the customer's department or residence. The
ability to purchase a parking permit online will not apply to
customers who choose to purchase a parking permit via payroll
deduction.
Parking permit renewal information for customers on payroll
deduction will be mailed shortly. Please contact Parking Services
at 752-TAPS for additional information on permit renewal, 752-MILE
for rideshare programs information and 752-BIKE for bicycle commute
information.
