UC DAVIS: Office of Resource Management and Planning October 21, 2002 DEANS, DIRECTORS, DEPARTMENT CHAIRS, AND CAMPUS ADMINISTRATIVE OFFICERS RE: 2003 Long Range Development Plan Initial Study The 2003 UC Davis Long Range Development Plan (LRDP) will propose general types of campus development and land uses to support projected on-campus population growth at UC Davis and to enable expanded and new program initiatives through the 2015-16 academic year. As of academic year 2001-02, the campus had a total of approximately 24,870 on-campus students, approximately 10,500 faculty and staff, and approximately 150 non-university employees. UC Davis anticipates that, under the 2003 LRDP, the on-campus population would grow to approximately 30,000 students, 14,500 UC Davis faculty and staff, and 3,050 non-university employees through 2015-16. UC Davis will prepare an Environmental Impact Report (EIR) to evaluate the environmental effects of growth under the new 2003 LRDP. The 2003 LRDP EIR will be a Program EIR that can be used at a program-level in the environmental review of campus development through 2015-16. In addition, the 2003 LRDP EIR will provide project-specific environmental review of, and will serve as the basis for approval of, the following four projects: * Neighborhood Master Plan: The campus is considering a range of development options west of State Route 113, north of Hutchison Drive, south of Russell Boulevard, and east of Olive Tree Drive. Development on this site could cover up to 260 acres and could include student, faculty, and staff housing, recreation fields, a community education center, locally serving commercial services, and an elementary school facility. * Research Park Master Plan: The proposed Research Park Master Plan would include a total of approximately 38 acres to the north and south of Interstate 80 and west of Old Davis Road for research park facilities that would primarily accommodate private, public, and non-profit entities in order to increase opportunities for collaboration, research, and teaching. * Multi-Use Stadium Complex: The proposed Multi-Use Stadium Complex would include an outdoor stadium with seating for 15,000 to 18,000 spectators, two lighted practice fields, and an athletic administrative center on a site located east of State Route 113, south of Hutchison Drive, and west of La Rue Road. * Habitat Conservation Plan: The campus Habitat Conservation Plan would identify habitat enhancement, management, and mitigation actions to address potential impacts to threatened and endangered species and selected special-status species. An Initial Study has been prepared that identifies potential environmental effects that will be addressed in the 2003 LRDP EIR.
