RE: Unitrans Maintenance Facility Expansion Project Draft Tiered Initial
Study and Proposed Mitigated Negative Declaration

The campus proposes to remodel and expand the Unitrans Bus Maintenance
Facility located in the central campus east of Garrod Drive, south of La
Rue Road, west of the Fleet Services Central Garage, and north of the UC
Davis Arboretum. The Unitrans Maintenance Facility Expansion Project would
renovate the existing approximately 6,085 gross square feet maintenance
building, add approximately 9,860 gross square feet of new enclosed
building space, and expand the facility by approximately 0.5 acre to
improve circulation and increase parking space. In addition, the project
would make the following improvements within the approximately 3.8-acre
project area: relocate the chassis wash, provide protective overhangs over
the fueling and service area and the relocated chassis wash, upgrade the
diesel fueling equipment's security system, upgrade utility connections,
and provide additional landscaping along the expanded facility's western
and southern sides.

Current Unitrans operations far exceed the capacity of the existing
facility. Unitrans now operates 29 more buses and over 500 percent more
rides than it did when the maintenance facility was built in 1986. The
proposed renovations, additions, and improvements would alleviate currently
overcrowded conditions, enabling Unitrans to better maintain its fleet of
43 buses. In addition, the project is designed to allow Unitrans to
maintain a total of 47 buses to meet projected ridership demand through
academic year 2005-06 (through implementation of the 1994 UC Davis Long
Range Development Plan) and up to 56 buses to meet projected ridership
demand through 2011-12. Specific plans are not in place to obtain
additional buses, and future increases in the Unitrans bus fleet would be
dependent on available funding and actual ridership demand.

I am writing to inform you that a Draft Tiered Initial Study has been
prepared that analyzes the potential environmental effects of the proposed
project. You are invited to comment on the Draft Tiered Initial Study and
proposed Mitigated Negative Declaration through August 27, 2001. Copies of
the Draft Tiered Initial Study and proposed Mitigated Negative Declaration
are available during normal operating hours at the UC Davis Office of
Resource Management and Planning in 376 Mrak Hall on campus; at Reserves in
the UC Davis Shields Library; at the Yolo County Public Library, 315 E.
14th Street, Davis; at the Vacaville Public Library, 1020 Ulatis Drive,
