UC DAVIS: DIVISION OF INFORMATION TECHNOLOGY April 16, 1999 DEANS, DIRECTORS, DEPARTMENT CHAIRS, AND CAMPUS/UCDMC ADMINISTRATIVE OFFICERS RE: Campus Phone System Privacy Consideration In May 1999, Communications Resources will be making changes to the campus telephone system to keep it current with the public telephone network. Campus telephone subscribers will be affected by the changes in that when placing off-campus telephone calls, their UC Davis phone numbers may be displayed to call recipients. Display of a caller's phone number depends on whether or not the call recipient's phone company offers Caller Identification (Caller ID). Changes Related to Outgoing Calls Prior to implementation of the changes, the Federal Communications Commission (FCC) requires that Communications Resources offer its customers the option of blocking Caller ID from outgoing calls. This can be done either by blocking Caller ID on all outgoing calls or by blocking on a per-call basis. A decision to block Caller ID means that phone numbers will be blocked to both on-campus and off-campus call recipients. Since most calls processed by the campus switch remain internal to the campus, normal calling patterns should be considered when assessing the need for privacy. Please note that individuals who do not choose to block Caller ID on all outgoing calls will be able to invoke blocking on a call-by-call basis by using a special code, *67, prior to dialing the destination telephone number. Also, individuals who choose to have Caller ID blocked on all calls will still be able to invoke unblocking on a call-by-call basis by dialing *82 prior to dialing the destination phone number. Changes Related to Incoming Calls Campus telephone customers with multi-line sets will also see some changes on the display for incoming calls. Currently, they receive Caller ID when the calling party is located on our telephone system. The telephone system changes will expand Caller ID on multi-line sets to include all incoming calls, on or off campus, that do not have Caller ID blocked. Customers with multi-line sets will notice that the display generated from off-campus callers will change from general information, such as "DIDV" to the caller's telephone number, including the area code. If the caller has Caller ID blocked, however, the message displayed will be "BLOCKED" or "PRIVATE". Caller ID is still relatively new, and long distance telephone companies have not been consistent with the implementation of this feature. Therefore, the information displayed on each call may vary. Campus multi-line customers will also notice the same changes for campus callers. Campus telephone numbers will no longer be automatically displayed because campus callers will now be given the option of blocking their Caller ID information. Action Required Communications Resources is requesting that campus departments consider the needs of their faculty and staff to determine whether they want to have their numbers blocked on all outgoing calls. Department Area Telephone Representatives (ATR) have been notified of these impending changes. No action on your part will indicate that your department's telephone numbers will be displayed to the called party. Should any of your staff choose to have their telephone numbers blocked at implementation, please forward your departmental list of those individual telephone numbers to your ATR by May 7, 1999. Service Charges Communications Resources will honor the initial choices that are made by May 7, 1999, at no charge. Departments that wish to have numbers blocked or unblocked after May 7,1999, will be able to do so through the normal service order process for which there is a reconfiguration service charge of $21 per subscriber line.
