Re:  World Laboratory Animal Liberation Day

World Laboratory Animal Liberation Day will be observed this year on April
24 as part of World Week for Animals in Labs (April 18-24).

This annual event sometimes includes disruptive activities on college and
university campuses.  Two years ago, animal rights activists disrupted
Picnic Day activities and staged protests at some of our facilities that
house animals.  Last year's activity was significantly less.

Even though we are not currently aware of planned demonstrations or protest
activities at UC Davis this year, the following guidelines are presented to
assist you should your classroom, laboratory or work space be the target of
disruptive activities or threatening calls.

CLASSROOM DEMONSTRATIONS

To decrease the possibility for demonstrations in classrooms, it is
recommended that, before beginning a laboratory procedure involving
animals, you be certain that only individuals who are members of the class
are present.  In addition, you may find it useful to monitor persons
entering the laboratory or classroom during the class.  

If individuals who do not belong in the classroom or laboratory are
present, introduce yourself as the instructor and ask that they identify
themselves.  Inform them they do not have permission to be in the room at
this time and ask them to leave.  However, do not attempt to force them to
leave.

If the people remain in the classroom or laboratory after you have asked
them to leave, immediately telephone the University Police Department at
752-1230.  The Police will respond quickly.  If a serious disruption occurs
or is imminent, call the Police at 911 for an emergency response.

Should you see one or more individuals whom you believe to be potential
demonstrators or disrupters outside the classroom, it would be helpful to
phone the UC Davis Police Department at 752-1230 immediately and report the
location and size of the group.  

You should also notify the UC Davis Police department if you see suspicious
activities or receive threatening mail, email or telephone calls during the
coming weeks.

MEDIA CONTACTS

Sometimes the demonstrators have recording equipment or are accompanied by
news media representatives.  We urge that you not speak with demonstrators
other than to ask them to identify themselves and to ask them to leave.
Call the campus News Service at 752-1930 for immediate assistance in
responding to reporters' requests for interviews.

SUSPICIOUS ACTIVITY

You should be alert to persons, packages and vehicles that appear to be
suspicious or out of place.  If you become aware of or see any suspicious
activity, telephone the UC Davis Police Department at 752-1230 immediately.

We also recommend that you routinely inspect all security fencing,
lighting, windows, and entry doors for signs of tampering or illegal entry.

VEHICLE/EQUIPMENT SECURITY

Any vehicle kept at or near an animal facility should be visually checked
for suspicious objects prior to entry and use.  Please ensure that vehicles
are secured and parked in a well-lit area if at all possible. Equipment
should be checked and secured before and after each use.

BURGLARY, THEFT OR DESTRUCTION OF PROPERTY

Be aware that your laboratory or workspace may be a target for vandalism.
Where possible, take precautionary measures to safeguard your computers,
other equipment and records.

Your facility should be secure at all times.  Make sure all doors and
windows are properly secured and functioning appropriately.

If you discover a classroom laboratory or workspace that has been broken
into or vandalized, do not touch anything.  Call the UC Davis Police
Department at 752-1230 immediately.  Do not permit others to enter the
vandalized area until the police have arrived and authorized entry.  Please
advise the responding police officers of any hazardous chemicals or
biohazards in the vicinity.

UC Davis is dedicated to providing you and your students with the
protection you need to continue your teaching and research.  During this
period of time, the police will provide additional patrol and increase
their presence and visibility.  Following the above guidelines will assist
us in helping you.  Should you feel the need for an on-site review of your
facility's security, please call the Police Crime Prevention Unit at 752-6589.
