UC DAVIS: OFFICE OF THE CHANCELLOR March 30, 1999 DEANS, DIRECTORS, DEPARTMENT CHAIRS, AND CAMPUS/UCDMC ADMINISTRATIVE OFFICERS: RE: Change In Length Of Administrative Internship In The Offices Of The Chancellor And Provost The Office of the Chancellor and Provost has revised the length of the internship it is sponsoring. Directive #99-031 indicated that the length of the internship would be 12 months. The term will now be a period between six and twelve months to be arranged with the selected intern and home department. All other aspects of the position remain the same. The Administrative Internship has been developed to assist the Assistant Executive Vice Chancellor (AEVC) and the Executive Officer (EO). The attached announcement describes the internship, the selection criteria, and the application process. This internship will provide the successful candidate with experience in complaint investigation and resolution, policy and procedure review and development, administrative management reviews and audits, long range planning, and organizations and financial analysis. Candidates must be career employees and meet the qualifications specified in the attached announcement. They must have the approval of their supervisor and department head to participate in this Internship. The Intern will be selected through a competitive process. The successful candidate will serve in the internship full-time for six to twelve months. The home department of the person selected will be able to use the salary savings as an opportunity to provide career development for another employee or to temporarily replace the Intern with a casual employee. ADMINISTRATIVE INTERNSHIP POSITION IN THE OFFICES OF THE CHANCELLOR AND PROVOST 100% Time MAY 1999 - MAY 2000 (The beginning date and length of the internship is between six and twelve months depending on the needs of the successful candidate and his/her home department.) OBJECTIVE OF THE INTERNSHIP This internship will provide the successful candidate with experience in complaint investigation and resolution, policy and procedure review and development, administrative audits, long range planning. INTERNSHIP ASSIGNMENTS The successful candidate will have an opportunity to develop management skills through completion of special projects involving personnel, budgeting, and facilities. The intern's assignments will include the following: * Receive and review complaints, resolve complaints or refer complaints to the appropriate campus department or off-campus agency. Track the resolution of each complaint and provide a summary of the final resolution to the AEVC or EO in a timely manner. * Review or develop campus policy and procedures and suggest new policies and procedures, the modification of current policies and procedures, or the continuation of current policies and procedures. * Represent the AEVC or EO in meetings with representatives of campus departments as well as public, private, and governmental agencies * Take a lead role in conducting administrative audits. Develop specific written procedures, coordinate all necessary investigations and reviews, and prepare comprehensive final reports for these audits. * Prepare agendas, coordinate meeting dates and times. * Provide analytical support for planning in the areas of facilities/space, personnel, and finance. * Assist in the establishment of department/unit goals and objectives by involving staff and working within University guidelines. * Manage special projects as assigned. CRITERIA FOR SELECTION The Successful candidate will have: * Analytical skills to research and interpret policies, procedures, and practices. * Problem-solving skills to deal with both personnel and financial issues. * Demonstrated ability to deal tactfully with difficult situations involving campus personnel, community members, and business representatives. * Demonstrated ability to use University policy, procedures, and practices in the development of recommendations for complex problems. * Demonstrated ability to research and apply best practices. * Ability to access and interpret electronic accounting system at a level necessary to audit financial transactions. * Demonstrated skills in mediation and negotiation. * Demonstrated writing and editing skills sufficient to prepare reports, position papers, and correspondence. * Knowledge of computer programs necessary to direct the development and maintenance of a database. * Interpersonal skills necessary to work with a wide variety of people with diverse backgrounds and skill levels. * Ability to deal effectively with persons who are upset and/or irate. * Ability to handle multiple simultaneous work assignments and deadlines. * Ability to use Word, Excel, scheduling programs, and e-mail. * Demonstrated ability to maintain confidentiality. * Demonstrated ability to develop agendas, correspondence, directives, and comprehensive reports. * Demonstrated ability to coordinate and chair committees. * Ability to interpret and assure compliance with University and campus policies and procedures and applicable state and federal laws. * Ability to develop and evaluate proposed policies and procedures. * Ability to interpret and apply University audit guidelines. * Demonstrated ability to lead employee teams to address a wide range of issues. * Ability to present written and visual material and oral presentation in away easily understood by a variety of audiences. ELIGIBILITY AND BASIS FOR SELECTION Applicants must be UCD career employees and will be expected to perform at an Analyst IV level. Examples of classifications that provide appropriate experience would be, but are not limited to, Analyst III or IV, MSO I or II, Student Affairs Officer III or IV, or an equivalent combination of education and other experiences.
