RE: Professional Development Program for Academic Federation Members
This serves as the call for applications for Professional Development projects
for Academic Federation members during the 1999-2000 academic year. This
competitive program provides funding to enable the pursuit of professional
development activities that will enhance an individual's effectiveness and
range of capabilities in his/her current position.
Eligibility
Applicants must be Academic Federation members who are not otherwise eligible
for sabbatical leave credit. Applicants must have five years of continuous
service in a salaried position at 50% time or more with the University in one
or more of the following titles:
Academic Administrator Lecturer
Academic Coordinator Librarian Series
Adjunct Professor Series Nursery School Teacher
Assistant and Associate Law Librarian Professional Research Series
Assistant and Associate University Librarian Program Coordinator
Continuing Education Specialist (and Acting CES) Specialist Series
Demonstration Teacher Supervisor of Teacher
Education
An individual may receive only one Professional Development Program award in
any five-year period.
Description of the Program
The Professional Development Program provides an opportunity for Academic
Federation members to enhance their effectiveness in their current positions.
The proposed professional development activity may be related to a service
project, a research project, or a program of study, such as enrollment in a
short course or workshop sponsored by an institute. Travel to a conference is
not supported. The program provides funding to departments in support of the
approved activity, and will include continuation of salary for the applicant
and/or costs of replacement of the individual for a leave of up to one quarter
and/or other expenses associated with the activity.
Award Criteria
Proposed projects will be evaluated based on the following criteria:
1. Applicant's preparation.
2. Relevance to the applicant's current activities.
3. Feasibility.
4. Impact on the applicant's future effectiveness in the current position.
5. Significance of the project to the University.
6. Overall quality of the proposal.
7. The department chair's letter of support, which should address each of
the items 1-6 above. At the applicant's option, a supplemental letter may
also be submitted by a colleague familiar with the applicant's work.
Failure of the applicant to specifically address items 1-5 above will be
considered a weakness in the application.
The Proposal
The applicant must prepare, in cooperation with the department chair or
comparable administrative authority, a brief written proposal (2-5) pages that
includes all the information requested below:
1. Description of the Project
a. Describe for a non-expert audience what the applicant will do
and
produce while working on the project.
b. Address each of the items 1-5 listed under award criteria.
c. List other sponsoring organizations, if any, and their
locations.
2. Timetable and Budget
a. The effective dates of the proposed activity.
b. Explanation of how the applicant's program of work will continue
in his/her absence, as applicable.
c. Description of the financial support that will be needed to
carry out the proposed activities. For example, if the applicant teaches, include
the number of courses for which a replacement must be paid and list the
courses. (Maximum of two courses, for up to $6,000 per course, will be
supported by the Office of the Provost.) For other types of funding needs,
and for Academic Federation members who do not teach, include the type and amount
of each expense, such as salary, supplies, travel, and/or tuition. Recipients
will receive a maximum of $1,000 for supplies and expenses associated with
their research.
3. Department Chair's Letter and Optional Supporting Letter
a. The department chair must prepare a letter of support and
approval to accompany the proposal. In addition to addressing each of the
items 1-6 listed under award criteria, the letter must include the following:
1) Description of the quality of the applicant's record of
performance in his/her current position, insofar as this represents the
foundation upon which the professional development activity will be based.
2) Description of how the applicant's responsibilities will be
covered during the leave.
3) Explanation of why the unit is unable, by itself, to
accommodate or fund the project.
4) The amount of funding required.
b. At the applicant's option, a supplemental letter may also be
submitted by a colleague familiar with the applicant's work. To the extent
possible, this letter should also address items 1-5 listed under award
criteria.
Review Procedures
1. The department chair forwards the proposal, the department chair's
letter and any optional supporting letter to the dean or other appropriate
administrative officer, no later than November 20, 1998.
2. The dean/vice chancellor/university librarian reviews submitted
proposals, prepares a cover letter ranking the proposals in order of priority,
and forwards the entire package to the Vice Provost--Academic Personnel no
later than December 14, 1998.
3. All applications are referred to the Academic Federation Committee on
Professional Development, which will evaluate and rank the applications and
make recommendations to the Vice Provost--Academic Personnel.
4. The Vice Provost--Academic Personnel makes the final decision on each
proposal. Announcement of all awards is expected in March 1999. For approved
projects, funding will be provided by the Office of the Provost soon after the
beginning of the 1999-2000 fiscal year.
If approved, a report, addressed to the Vice Provost--Academic Personnel, on
the applicant's project is required within one quarter of completion. The
recipient may also be expected to make a brief presentation describing the
project at a subsequent Professional Development Conference.
Please circulate this directive to all Academic Federation members in eligible
titles in your unit. Applications for the Professional Development Program
during the 1999-2000 academic year must be received in the Office of the
Provost no later than December 14, 1998. Questions concerning this program
