UC DAVIS: VICE CHANCELLOR-ADMINISTRATION September 1, 1998 DEANS, DIRECTORS, DEPARTMENT CHAIRPERSONS AND CAMPUS/UCDHS ADMINISTRATIVE OFFICERS RE: Proposed 1998-99 Staff Salary Plan As you probably are aware, on August 21, 1998, the Governor signed the 1998-99 State budget, which includes funding for UC staff salaries. Based on the budget action, the University proposes the following 1998-99 salary plans for UC staff. MERIT-BASED (OPEN RANGE) PAY PLANS For employees in merit-based pay plans, the campus/UCDHS fund pool available for merit increases -- a combination of the 2% range adjustment and 1.5% merit funds -- would be 3.5% effective October 1, 1998. In addition, the Universitywide salary range structures for merit-based pay plans would be adjusted by 2%, at the minimum of the range, effective October 1, 1998. Last year, based upon market conditions, we broadened all PSS open ranges up to 22%. This year, we have broadened all PSS open ranges to either a 40% or 50% range. This does not automatically adjust employee's salaries but broadens the range structure providing an opportunity for those employees who were previously at the maximum of their range to continue to move in the range. These broadened ranges are intended to better reflect market conditions and provide additional salary movement for the affected staff. If, as a result of the 2% structure adjustment, an employee's salary falls below the minimum of the new range, the department needs to fund a salary increase to bring the employee to the minimum of the new range. STEP-BASED SALARY PLANS For non-exclusively represented employees in step-based salary plans, the range adjustment funding level for general increases would be 2% effective October 1, 1998. CAMPUS RECOGNITION AWARD PROGRAM Funding for non-base building staff recognition awards would continue to be available for awards in 1998-99. Funding for Recognition Awards does not come out of the base-building salary adjustments outlined in this directive, but is provided by the mechanism established in July, 1996. NON-EXCLUSIVELY REPRESENTED HEALTH CARE TITLES For employees in non-exclusively represented health care titles, announcement of the proposed timing and amount of range adjustments, merit increases, and recognition awards will follow the normal UCDHS practice. EXCLUSIVELY REPRESENTED STAFF For exclusively represented staff, salary actions are subject to the terms of existing collective bargaining agreements and/or to meeting and conferring in accordance with the Higher Education Employer-Employee Relations Act (HEERA), as appropriate.
