RE: Sierra Nevada Region Stage I Electrical Curtailment Alert

By now you are probably all aware of the electrical shortage that has been
occurring over the past two days in the Sierra Nevada Region. As a result
of this, all of Northern California has been put on a Stage I alert and has
been asked to voluntarily reduce our energy consumption until the
temperatures drop and the energy load for the region is reduced. 

As such, we are asking each of you to do what you can to turn off
non-essential lighting and equipment until this immediate crisis passes. If
you have processes that require high electrical usage, we would ask that you 
consider rescheduling them. 

We would like to emphasize that under a Stage I alert, all our actions are
voluntary. However, this is an opportunity for us to be a responsible
community citizen who is willing to do its share. We believe that these
conditions will subside over the next two to three days.

As background, in 1987 the electrical service providers in the Sierra
Nevada Region developed an electric curtailment plan to deal with the
possibility of the region running short on power. The plan identifies three
levels of 
curtailment: Stage I, II &III. Under Stage I, most of the curtailments are
voluntary. Under Stage II, some electric customers have mandatory
curtailments and some voluntary. Under Stage III, the utility companies
will initiate and mandate rotating outages where they will "blackout" whole
sections of their electrical grid, e.g., a city or county, etc. Under our
agreements with the utility companies, our campus actions in both Stage I
and Stage II are voluntary. Since the program began in 1987, this is the
first time the campus has been placed into a Stage I alert. 

We have been in Stage I alert since Monday afternoon. Yesterday afternoon
we were notified that Southern California was placed into Stage II. So this
is a serious issue for our region. The most critical time is between 1:00 
PM and 7:00 PM. Your voluntary cooperation in this matter is greatly
appreciated.
