Re: New Communications Resources Rates for 1998-99

Communications Resources has recently completed a major revision to the
existing telecommunications rate structure. The approved changes represent
an effort to incorporate the recently implemented networking fees and to
respond to the multitude of changes that have taken place in the
telecommunications industry since the rates were last revised nearly eight
years ago. We have also incorporated changes that have been requested by
the campus for a number of years - single line set ownership as a case in
point. Whereas some rates have increased, we have significantly lowered the
cost of several services such as voice mail, paging, calling cards and
cellular phones in an effort to provide departments with a greater ability
to take advantage of services that result in productivity enhancements. We
are also pleased to report that a random sampling of departmental bills has
indicated that the rate revisions should, in general, result in overall
lower monthly bills for voice services.

The approved rates will go into effect on July 1, 1998, and should remain
consistent for the duration of the fiscal year. Given the substantial
quantity of changes and the difficulty in predicting how this might
influence your decisions with respect to both telephony and networking
services, we are viewing this as a pilot year. This is also being done
against a backdrop in which regulatory requirements are adding costs and
offsetting projected savings from carrier competition for local and long
distance markets. Careful monitoring of revenue and expenses should enable
us to determine by January 1999 what changes, if any, will be required in
the 1999-00 fiscal year.

Our service representatives will be available for consultation with your
department Area Telephone Representatives to review rate changes and to
provide suggestions on how to take greatest advantage of the proposed
changes. In addition, we have scheduled two campus briefings:

10:30am to 12:00noon 2:30pm to 4:00pm 
Silo, Cabernet Room Silo, Cabernet Room

A rate table is included at the end of this memo for your reference. You
will notice that many of the rates have been collapsed in order to provide
simplicity and to mask the complexity that had previously confused users.
Highlights of the more significant changes are provided below:

	- Single Line Set Ownership: As requested for many years, users can now
enjoy the flexibility of owing their own single line set. Effective July 1,
1998 we will stop leasing all single line sets and transfer ownership to
campus departments. Departments will now have the option of purchasing
single line sets from either Communications Resources (CR) or their local
retailers. Of course, with ownership comes responsibility and departments
will be expected to cover the costs for repairing or replacing their phones
should they become defective. CR can provide this service for a fee, should
the user so desire. Additionally, and similar to the network model, should
a user request a technician for a trouble call that turns out to be caused
by a defective instrument, the department will be charged for the
technician's time to make the call. Every effort will be made at the time
of the trouble call to avoid an unnecessary visit and charge.

	- Reduced Lease Rate for Multi-Line Sets: Unfortunately, we cannot provide
set ownership for multi-line sets because they remain proprietary for
interoperability with the campus voice switch. We will therefore continue
to lease these sets; however, the cost of leasing these sets has been
substantially reduced to $10 per month. 

	- Creation of One Line Rate: All telephone lines whether they service fax,
modem, single line or multi-line sets will cost $27 per month. Call
restrictions on sets can continue as requested but will no longer affect
the monthly rate. Please note that while this will result in a savings for
the majority of campus, it is a price increase for fax, modem, and most
restricted lines.

	- Advanced Calling Features: Rates for advanced calling feature packages,
with the exception of the MADN(Multiple Appearance) and SDN(Secondary
Number) feature will be reduced to $3.00 per month. MADN/SDN rates will
increase to $3.00 per month.

	- Reduced, One-Rate Long Distance: Campus long distance toll rates will be
billed at the flat rate of $0.155 per minute regardless of time of day or
call destination within the continental United States. The 9.5%
administrative surcharge on toll calls has been eliminated.

	- Local calls: Calls to the Davis/Woodland area will be charged $0.02 per
minute and calls to Sacramento will be charged $0.03 per minute, regardless
of time of day.

	- Reduced Voice Mail rates: Voice mail has been simplified to one type of
mailbox with a reduced rate of $5.00 per month. Features, such as out-call
notification, will be charged at $3.00 per month.

	- Reduced Pager rates: Monthly Numeric pager rates have been reduced by 30%
and will be leased for $9.25 per month. Alpha-numeric pagers will be leased
for $13.50 per month. Special features will be billed at cost.

	- Reduced Cellular Phones rates: Cellular phone rates and packages will be
coordinated and billed by Communications Resources at cost plus $3.00 per
month, regardless of features selected.

	- New Radio Service: The new campuswide 800Mhz radio system is operational.
Each radio registered on the system will be billed $11.00 per month.

	- Hourly Rates: Field technicians will be charged at $50.00 per hour,
consultants and estimators at $55 per hour and engineers at $65 per hour. 

	- Auxiliary Circuits: The cost for T-1's and interbuilding circuits have
been substantially underpriced in the past and will increase substantially
(up to 200%) for a small population of campus users.

	- Network Rates: I&R funded departments will continue to pay $4.00 per
month per active NAM (or connected device in the absence of 10BaseT wiring
plant). Non-I&R funded departments will pay $24.54 per month per active NAM
(or connected device in the absence of 10BaseT wiring plant).
