RE:     Personnel Policies for Staff Members
        UC Davis Procedures

A new group of UC Davis procedures has been published to supplement the
Universitywide policies in Personnel Policies for Staff Members (PPSM). The
procedures were developed by the Division of Human Resources & Risk
Management after consultation with the Human Resources Committee and campus
and UCDHS advisory groups.

In addition, PPSM replacements for the UC Davis procedures in the
Management & Professional Program (MAP) Manual are now complete.  The
entire MAP Manual can now be discarded or recycled.  These employees are
now called "Managers and Senior Professionals" (MSP) and their procedures
included in PPSM.

The major changes in local procedure can be summarized as follows:

Student Employment (Policy 3) -- Revises pay rates,  gives departments more
flexibility in granting pay differentials. Domestic partners are eligible
for Special Student Assistant positions.  New procedures for UCOOL (on-line
vacancy listings).

Performance Appraisal (Policy 23) --  Simplifies procedures, delegates
authority to approve alternative appraisal forms.

Shift and Weekend Differential (Policy 33) -- New definitions of evening,
night, and weekend shifts.

Incentive Awards (Policy 34) -- Renames "Incentive Awards" to "Recognition
Awards" and "Employee Recognition Program" (formerly SPM 305.27) to
"Achievement Award Program."  Deans/VCs may increase Achievement Award
limit from $100 to $250.

Leave of Absence (Policy 43) -- Prohibits use of compensatory time off with
Family and Medical Leave.  Employee must provide medical evidence of
ability to return to work. Delegates authority to extend personal leaves
beyond six months to departments.

Military Leave (Policy 45):  Delegates authority to approve leave to
supervisors.  Employee must provide a copy of military orders.

Professional Development (Policy 50):  Adds 40 hours of training and
development per year when employee and supervisor have agreed on
activities.  Adds requirement that new employees attend New Employee
Orientation.  Allows department heads to delegate authority to approve
training requests and require program attendance.

Reduced Fee Enrollment (Policy 51):  Delegates campus authority to certify
eligibility from Staff Development & Professional Services to the
supervisor.  Adds warning on penalty for enrolling in more than 9 units.
Includes simplified application form.

Layoff (Policy 60):  Adds shortened and simplified proposal forms for
temporary and indefinite layoff.

Copies of the new procedures have been distributed to manual holders and
posted on the World Wide Web at http://hr.ucdavis.edu/Books/.
