UC DAVIS: OFFICE OF THE CHANCELLOR October 22, 1997 DEANS, DIRECTORS, DEPARTMENT CHAIRS RE: Establishment of Position of Vice Provost--University Outreach and International Programs For some time the campus has been giving careful consideration to the most effective ways to facilitate campus initiatives in the increasingly important areas of university outreach and international programs. The Public Service Steering Group (now known as the University Outreach Council) was first appointed in 1994; in 1997 the Commission on Globalization was appointed. In both cases, the groups were charged with examining the ways in which the campus can be best positioned to assume a leadership role in their respective areas and each recommended the establishment of a vice provost to coordinate campus efforts, seek external sources of funding, and bring increased visibility to existing as well as new activities. Provost Grey has reviewed these proposals and recommended to me that the campus establish the position of Vice Provost--University Outreach and International Programs. I agree with his conclusion. The opportunity to consider both proposals in parallel has helped identify a number of points of intersection that lead me to believe that both university outreach and international programs will be well served by senior leadership vested in one position. At its essence, university outreach involves engaging the campus in the extension of its teaching, research, and service missions to meet societal needs; many aspects of our international programs activities extend that outreach mission well beyond the local and national arenas to a global scale. Creating a single position makes sense both in terms of programmatic and resource considerations. I am therefore pleased to announce that the campus will shortly undertake a national search to fill the position of Vice Provost--University Outreach and International Programs with the expectation of filling it by the start of Fall Quarter, 1998. A formal position announcement, inviting applications and nominations from all members of the campus community, will be forthcoming. An appropriate administrative infrastructure to ensure the success of the Vice Provost--University Outreach and International Programs in overseeing this broad array of responsibilities will be developed as well. Jessica Utts, who has served as Associate Vice Provost --University Outreach, will continue in her current capacity for the academic year and will oversee the Office of University Outreach during this recruitment period. Provost Grey and I are grateful to Mo Ghausi, who has provided leadership as Interim Vice Provost--University Outreach from July 1996 up to this point. Establishment of a new administrative position is, of course, not an end in itself but a means to achieving a goal in which all members of the campus community--faculty, staff, and students--can play a role.
